The six OECD-DAC criteria (2019 revision), with the standard guiding questions. Rate applicability and add working notes per criterion, since these carry into your report.
Indicator Bank
Register every indicator you will assess. Link each to an OECD-DAC criterion and mark whether it's tracked qualitatively, quantitatively, or both.

Google Drive sync
