Dr. Turkson is a seasoned and dynamic demographer and population and development specialist with a PhD in Population and Health from the University of Cape Coast, complemented by advanced academic training in Demography, Population Studies and Population and Family Life. She is also a certified Monitoring, Evaluation, Research, Learning and Adaptability (MERLA) Specialist with over a decade of experience delivering high-impact research, policy advisory, and programme leadership across Ghana and the international development landscape. She has held strategic leadership, consultancy, and technical roles with governments, international agencies, development partners, non-governmental and civil society organisations. Her work spans the design and implementation of large-scale programmes, the development of national and regional policies, and the production of strategic frameworks, policy briefs, and advocacy tools. Dr. Turkson has played a crucial role in transforming evidence-based policies and strengthening programme effectiveness, particularly in areas related to gender equality, youth empowerment, public health, and population dynamics. In addition, she demonstrates leadership in policy through training in Sustainable Development Goals financing and population and development frameworks.

Her expertise includes influencing policy and programme strategy, with a strong focus on building the next generation of leaders through data-driven decision-making and institutional capacity strengthening. She brings extensive professional development in programme management, gender and human rights, and advanced data analytics. Her technical skills cover demographic analysis, census and survey data, policy modelling, and monitoring and evaluation systems.

Dr. Turkson is highly proficient in statistical and data management tools and MEL platforms and has demonstrated leadership in gender mainstreaming, gender-based violence prevention, and safeguarding, including in emergency and development contexts. As the Principal Consultant and Founder of DataEdge Insights Ghana, Dr. Turkson provides specialist consultancy services to development organisations, donors, government agencies, and NGOs/CSOs, spanning data analytics, M&E systems design, programme evaluation, and evidence synthesis.

Her initiative Research, Youth Development and Leadership (RYDEL) Laboratory pioneers innovative approaches to youth empowerment, including the Girls Lead with Data Initiative, which trains rural girls in Ghana to become community data leaders and evidence-based advocates. Her work directly aligns with SDG 4, SDG 5, and SDG 16.

Dr. Turkson is a vocal advocate for gender equality and women's leadership. On International Women's Day 2025, she called on government institutions and stakeholders to invest in the leadership potential of women and girls, noting that "true progress can only be achieved when women are given equal space to lead, innovate, and inspire."

Dr. Turkson has distinguished herself through an exceptional career spanning key national and international leadership roles, including the National Population Council and strategic partnerships with the United Nations, development finance institutions, and leading international agencies. She has led and directed complex, multi-year technical engagements at the highest levels of policy and practice, driving transformative outcomes in population dynamics, reproductive health programming, and national Monitoring and Evaluation systems strengthening. Her decisive leadership in census and survey operations, and administrative data quality assurance has been instrumental in elevating national data integrity, setting new benchmarks for evidence-based governance.

In her most recent role as a Gender Equity, Research, and MEL Specialist, Dr. Turkson has operated at the nexus of policy, power, and transformation. She has directed high-impact, donor-funded initiatives advancing gender equity, equality, and women's empowerment, catalysing structural reforms across public institutions and civil service systems. As a convener of high-level conferences and evidence-driven policy dialogues, she has informed and influenced the national discourse on gender equality, directly influencing legislative and institutional reform at the highest levels of government. Her influential publications, technical briefs and advocacy materials on gender equity, women's empowerment, and youth engagement continue to inform policy frameworks and programme design across government, international agencies, NGO, and CSO sectors, reinforcing her reputation as a thought leader whose work drives measurable, lasting change. As Founder and Principal Consultant of DataEdge Insights Ghana, she currently advises international agencies, governments, and development partners, delivering high-impact solutions in monitoring and evaluation, gender analysis, and data analytics. Her work consistently translates evidence into actionable policy, institutional strengthening, and measurable development outcomes across Ghana and beyond.

Committees & Technical Advisory Engagements

Efua Kwaambaa Turkson has served on several high-level national, regional, and international technical committees, contributing to policy development, data systems strengthening, and evidence-based planning. Her national engagements include advisory roles on the National Early Childhood Care and Development Coordinating Committee, the National Youth Development Index, the Common Results Framework on the Demographic Dividend, and the National Transfer Account under key agencies such as the National Development Planning Commission, National Population Council, and Ministry of Gender, Children and Social Protection.

She has also supported strategic policy processes, including the Civil Registration and Vital Statistics System and national migration frameworks in collaboration with the International Organisation for Migration. At the international level, she has contributed to population and development platforms, including International Conference on Population and Development (ICPD) — Programme of Action processes and advisory roles with the United Nations Population Fund, as well as inter-agency Monitoring and Evaluation networks.

Her regional contributions include informing human capital development strategies within the Economic Community of West African States (ECOWAS). She currently serves on the African Women Leadership Network Steering Committee (Ghana Chapter), advancing women's leadership and governance across Africa.

Through these roles, she continues to influence policy coherence, institutional strengthening, and data-driven decision-making at scale.

The Girls Lead with Data (GLD) Initiative is the laboratory's flagship programme, training rural girls to become community data leaders and evidence-based advocates.
